The 1999 war aaginst FRY was not a civil war but a military attack and an unproclaimed war against a sovereign state.
R2P was just an excuse similar to Iraq or Afghanistan. We are all aware, and I hope you will agree, that R2P is not an equal concept for all and cannot be taken as a serious argumemt for any recent military intervention in the modern world.

It's too damn late!Talk all you want,nothing is going to change the fact that NATO bombed Yugoslavia into the stone age against all legal and moral codes.We can only hope future generations of Brits&Yanks will learn from their predecessor's mistakes.Then,again,knowing these societies thrive on a misery of others,I sincerely doubt it!
